Definitions of Conference and Regular Meeting
Conference Meeting –
Is an open meeting that the public can attend but cannot ask
questions or participate. No formal action is taken at the Conference Meeting. It is a
working open meeting.
Regular Meeting -
Is an open meeting that people can attend. Action on resolutions are
taken at this meeting. There is a section on Hearing of Citizen for (Resolution Only)
then after the Resolutions are voted on there is a section for Hearing of Citizen where
the public may speak about their concerns.
Why are some meetings Open and others Closed
Open Meeting means the public can attend and hear what is being discussed. Again, the
only time the public can participate is at a Regular Meeting under Hearing of Citizens.
Closed Meeting (Closed Executive Meeting) is where the public may not be present. Here
the Board discusses personnel and legal issues in a Closed Executive Meeting.
Who can speak at what meetings?
The only meeting that the public can speak is at the Regular Meeting. They can also
speak at a Special Meeting but only on what that meeting was called to order on. The
freedom to speak about anything is at the Regular meeting. Also, when the public speaks
due to legal issues they are not allowed to discuss a teacher or student .
